Finances
The most important area of responsibility a County Legislator has is finances. The Legislature is the taxing authority for Broome County. With many years of public fund accounting experience, Carolyn is very qualified to hold the position of County Legislator and have a voice in how the County can control taxes at this challenging time of high inflation.
Look at her record as Supervisor in the Town of Windsor from 2013 through 2020: (1) Windsor was in the Top 10 of over 900 towns and cities in New York State for tax base growth for 3 years. (2) Taxable town amounts (assessments) rose $30 million. (3) Debt was reduced by $1.6 million and no new debt was incurred. (4) Budget increases were below the tax cap every year from 2013 through 2020. (5) For 5 consecutive years there were no increases in sewer rates. (6) The Town had no fiscal stress per the New York State Comptroller’s Office. (7) Most Town of Windsor taxpayers paid less in 2020 town taxes than they were paying in 2009, 2010, 2011, and 2012.
Carolyn is a doer and she gets outstanding results for taxpayers.
Recruitment and Retention of County Employees
Like most employers in Broome County, the Broome County government has challenges recruiting and hiring new employees and retaining current employees. Carolyn’s voice at the table will be backed up by many years of overseeing personnel functions. In fact, she led the Binghamton City School District Human Resources Department, which received New York State Certification with Distinction in Human Resource Management – Empire State Advantage: Excellence at Work. She knows how studies are done to determine if there is equity in pay and how to make adjustments for achieving equity as well as to ensure the County is competitive with what is paid to employees.
Age-Friendly Community
Broome County is committed to being an age-friendly community that can meet the needs of residents of all ages. An action plan was developed through broad community involvement. Carolyn was involved with age-friendly community development as Chairperson of the Broome County Office for the Aging Advisory Council.
A survey conducted county-wide identified a need for housing for middle-income senior citizens. As Supervisor for the Town of Windsor, Carolyn worked hard to obtain a proposal from a Developer to construct a senior housing apartment building and intergenerational townhomes for middle-income people in West Windsor. This project will be dependent on the development of municipal water.
